For the 2020-21 year, CDE has release some  FAQs here:  https://www.cde.ca.gov/sp/el/er/ssbfaq.asp.  In particular, please note FAQ #12 and #13:
12. Are the 2021 graduating seniors who were not able to take the CAASPP during grade 11 due to school closures still able to earn the SSB? Yes. EC Section 51461(d) states that the State Superintendent of Public Instruction may waive the requirement to pass the CAASPP ELA for students who are on track to graduate in 2021 and were unable to take this assessment. Therefore, the State Superintendent of Public Instruction waives this requirement for 2021 graduates who were not administered the CAASPP ELA during the 2019–20 school year due to COVID-19 related school closures. Students who are graduating in 2021 no longer need to meet this requirement to earn the SSB.

13. What do 2021 graduates need to do to fulfill the English proficiency requirements for the SSB?
The requirement to demonstrate English proficiency by passing the CAASPP ELA at the “standard met” level or above has been waived per EC Section 51461(d) for 2021 graduates who were not administered the CAASPP ELA during the 2019–20 school year due to COVID-19 related school closures. Therefore, 2021 graduates must demonstrate English proficiency for the SSB by completing all ELA requirements for graduation with an overall GPA of 2.0 or above in those classes (EC Section 51461[a][1]). For more information on the GPA requirements for distance learning coursework, see the questions 7, 8, and 9.
